What do you mean by electric circuit purely resistive

In the pure resistive circuit, the power is dissipated by the resistors and the phase of the voltage and current is same that is, both current and voltage reach their maximum value at the same time.

Here electric circuit purely states that the resistance are more and conductivity of electricity is very less due to it is unable to conduct electricity at any temperature.
