Recruit workers as well as dismiss them, Allot work to workers,distribution of raw materials and machinery, calculation of wages and levying of fines, attendance of workers and lending them money, supervise the production etc were the functions of a jobber.

With the passage of time the jobbers gained position and more power. So they began to misuse their power by giving low wages to workers, demanding money and gifts from them, prevented some people to work in mills and began to control the lives of workers and exploit them.
