land use pattern is basically the way in which a streatch of land is used by the authorities.. for example if there is 100 sq feet land available and 20% is kept for wildlife sanctuary while 50% is been used for residential purpose and the rest 30% is mountains which are mostly tourist hubs.. such will be called land use pattern.
according to me, the land use will depend upon the priorities of the authority. for example if the priority of india is a growth in food grains then more land will be used for agricultural purposes.

land use involves the management and modification of natural environment or wilderness into built environment such as settlement and semi-natural habitats such as arable fields,pastures,and manged woods.
