A government order was issued was called as office
memorandum, BP Mandal gives the suggestion of this
memorandum. It contains a policy which states that ,
the SCBC ( schedule caste and below caste ) caste
should give 27% reservation in exams , as they were
socially and educationally backward classes, so they
can also develop a state of well socialized society.
At that time it was a hot issue, some people were in
favour of this order and some were against it.
Explanation:
Elections were about to held , then a party promised
that if they came in power they will make it a law
(office memorandum). Luckily, the party won , and the
VP Singh signed it as a law. but there were strikes and
conflicts between people, many people case against
this law in Supreme court .
Supreme court takes the charge and asks the
government to de -merit the word all to only who
are below poverty , should be given benefit of the
memorandum.
