The Old Regime literally means any socio-political system that no longer exist.  But the phrase "Old Regime" is usually being referred to the socio-political and economic system in France before the French Revolution. So under the Old Regime France was a monarchy, the social strata was divided into three estates and all the people in France were the subjects of the King.
