it means that all people,they might be poor,rich, belong to upper or lower caste have right to vote ,each vote is equal,every person get one vote

One person one vote means that a person can give his/her vote to the government only once not more than that.

One vote and one value in Democracy means that every citizen of a country can have a right to vote irrespective to their caste,religion,race, or whether they are poor or rich .It doesn't classify that only rich person can give votes.
