The relationship between the executive and the legislature in a parliamentary system is called responsible government.

The name itself has a word parliament which means at different levels.
Parliamentary form of government is a form of government where the government is working on different levels.
It reduces the burden on centre and helps in division of labour.
Parliamentary government includes the legislative, executives, judiciary. Also, it has divisions on basis of region like central, state, district, city, etc.

People elect representatives who form the government and work on different levels and gather at a place to discuss the people's requirements.
