Answer:

A body is said to be in partial equilibrium if either it is in translational equilibrium but not in rotational equilibrium OR It is in rotational equilibrium but not in translational equilibrium .

Translational equilibrium :- a body is said to be in translational equilibrium if its total linear momentum remains constant or if its linear momentum does not change with time in the absence of external force acting on it .

Rotational equilibrium :- a rigid body is said to be in rotational equilibrium if the net external torque or the vector sum of all the external torques acting on the body is zero.
