Generally when the membrane is not giving permission to every solute to pass through. Means it only gives permission to enter those selectedmaterials which fulfill the proper criterias like size, nature etc.
For example the cell membrane is a selectively Permeable one. It gives permission to only those particular particles which are necessary to enter..
So when there is a selectively Permeable membrane present somewhere or in between something.. its main purpose is to check the entry of unnecessary particle and as well as allowing the important or useful ones to pass through
