Monetary development or more average income may not procure you a better life until the better medical infrastructure is present in those areas. Money cannot buy all the goods and services need for your well-being. It cannot buy pollution-free environment, unadulterated medicines, etc. So, income by itself is not a complete indicator of material goods and services that citizens are able to use. Some other aspects need to be involved like collective approach and community participatio. Money may also not be able to protect you from infectious diseases, unless the whole of your commuity takes preventive steps. In India, even today in many areas, children, particularly girls, are not able to achieve secondary level schooling because of inadequate facilities. Kerala is the state which is different; it has a low IMR and high literacy rate because of better healthcare and educational facilities.

sham13: a public facilities is defined as building in which government operation or activities occupy more than 4000 square feet a dedicated park excceding 1.5 acres a street of collector or grater capacity or a snow disposal site
