A regional kingdom is a series of city-states combined into one powerful kingdom, this was a great step forward for gov't considering that they had to organize from a small level to a huge one. The king of Akkad Sargon was probably the first good example of that when he traveled across most of Mesopatamia conquering city after city to help akkad become a true kingdom.
