All the non zero digits which are certain + one uncertain digits are called as significant figures

Significant figures :- The digits in a properly recorded measurement are known as significant figures . We can also define it in other words

The total numbers of figures in a number including the last digits whose value is uncertain is called number of significant digits.

Understanding by an example

For example, 91 has two significant figures (9 and 1), while 123.45 has five significant figures (1, 2, 3, 4 and 5).
