When people willingly participate in doing things and when they follow and willingly do things related to wellbeing of the country. This is called active participation of the people. It is very vital or important for the development of a democratic country basically cuz as we all know what Nelson Mandela said how Government is by the people, to the people and for the people. But on the other hand people's participation is equally important in a monarchy or dictatorship, cuz it's the people for them the government basically exists.
