A Body is said to be positively charged when an atom has valence electrons less than 4 or equal to 4.In this condition the atom tends to lose electrons which are negatively charged because it is easy for them to lose than to gain electrons,so on losing electrons they become positively charged ions.

A body is said to be negatively charged when it has valence electrons more than 4.Here the atom tends to gain electrons to become stable so they gain electrons to become negatively charged ions.
