Meaning of the term scale of a map:

A scale on the map can be defined as the differentiation of distance used in the locations. It is a way of measuring or telling the observer that the following places are shown as per the particular distance. For example, when we draw a graph, we use the scale in it as well.

There we particularly define that the scale being used here one is equal to 5 units or 5 cms so that the observer can easily understand. The basic thing is, that a map is just a sheet of paper and not an Earth itself, it cannot be shown as big as the Earth is, which is why we show the distance that we are taking in the scale of a map.
