it refers to the solitaire cards of the size of your thumb, like the trump cards you might have played with.
Difference in the two is that, solitaire is different from trump cards.

A thumbnail pack of patience cards are small sized playing cards to play solitaire. But here it indicates that Mrs. Packletide and her companion, Miss Mebbin could not wait for the tiger to come and attack on the goat which was tethered at the correct distance from the platform on which they were sitting. They awaited the tiger having no patience in order to procure  the tiger skin.
