A space that is completely empty of all substances, including air or other gases is called vacuum.

If there is a vacuum , then simply the sound waves cannot travel through the medium because there will be no vibrations at all . This is particularly because there is no material medium ! It is hence said that we cannot hear sound in vacuum. Thus the loudness of the sound would be zero.
