Valence electrons are the electrons present on the last shell of any atom it depends upon the atomic number of the atom. There can be atmost 2 electrons in the first shell and every corresponding shell can have 8 electrons

For Example:

in figure 1. Sodium( Na ): it has an atomic number 11 so its electronic configuration is 2,8,1. So here its valence electron is 1

Similarly, in

2.Magnesium( Mg ) Its atomic number is 12 so its electronic Configuration is 2,8,2 and therefore the valence electrons are 2
