What do you mean by village free from open deforestation

it means that all the villages are free from from open deforestation means that people come and cut the trees openly.

"Villages are free from open deforestation" means that villages are free from deforestation i.e. rapid cutting and loss of trees.

'Zero net deforestation' means no change to the total forested area, and therefore new forests compensate for converted forests. The crux of the definition is the kinds of new forests that are good enough to compensate for lost forest area and, hence, what is 'acceptable deforestation'.
