the flowing water is supposed to have many layers. the innermost layer of water flows with least velocity and the topmost layer has the maximum velocity therefore waves are created in flowing water.
but the layers beneath the 1st layer pull it towards themselves such that the water does not flow. this is a kind of friction water flows forwardly and the underneath layers oppose it from flowing.
honey is most viscous since it's layers are tightly bound to each other and they prevent the upper layer to flow.
