Francisco de almeida was the 1st governor of india , appointed by the king of portugal.He was asked to strengthen the position of portuguese in india .He was not able to do it because of opposition from zamorine and Mameluke. So he adopted another way and made Portuguese the master of indian oceans by a policy called “blue water policy”.
