Unitary government is a form of government where all powers, ie, to make laws; to implement laws; and to adjudicate laws are in the hands of one and only one Central Government. The Central Government may create or dissolve Regional, Provincial, or Local Governments. The Central Government may choose to delegate its existing powers and/or create/provide powers to the existing Regional, Provincial, and/or Local governments. These powers may also be taken away or modified by the Unitary Government through its legislations powers.

Unitary form of government is contrasted with Federal form of government.
