What do you meant by bases explain in detail

Bases 're those which have OH negative ions 're present. They 're bitter in taste and change the colour of red litmus to blue. In pH paper the value of bases 're from 7-14 as 7 is a value of neutral solution so we 'll not count 7 as a value of base in pH paper. Bases 're those substances which neutralizes the effect of acid in stomach or mouth.

First of all the english used is wrong.(usage of meant in place mean) And answer is: Bases are those compounds which give hydroxyl ion when mixed in water(For alkali) or which react with acids to produce salt and water only.
