Since you have touched the charged balloon with your hand before bringing it close to check the charge, the charges from the balloon either pulls/pushes electrons to the earth, and it is neutralises.
In short, the balloon is earthed now. Since our hands are in contact with the earth directly or indirectly
Change in electroscope:
The discs will not show any change since the balloon is neutralised now. The discs deflect when there is some charge in a body kept close for charge checking.

It involves change in process of charging.
