Chalk powder is nothing but Caco3 (calcium carbonate). So the chalk powder will not dissolve in water. It means it is not soluble in water

When piece of water is placed in water then it floats it is also not soluble

When few drops of oil is added to a beaker of water then it doesn't dissolve in water and it floats. When you pour oil slowly on the water then it forms layer. Only when you do it slowly and in a right way
