I think decisions should be based upon the goals you have decided.

In a very simple and short manner:

SUCCESSFUL DECISIONS ARE THE ONE WHICH BENEFIT YOUR GOAL STATEMENT.

AND UNSUCCESSFUL DECISIONS ARE THE ONE WHICH DO NOT BENEFIT YOU OR YOU WILL GET HARMED.

The only unsuccessful decision is one that isn’t made. Making the decision is success.

The consequences of a decision are almost never due to that decision alone; every other actor in the environment is deciding something simultaneously. Consequences are a sum of the results of those decisions with the outcomes of ongoing natural processes.

If you have a goal, figure out how to measure your progress toward that goal. You can then evaluate consequences related to your decisions against progress toward the goal. Within that framework, moving closer to or reaching the goal are success.
