No indication is found in the story that the boys became afraid of anything. Therefore return of the horse was not initiated by fear.
Further, they were not strken with conscience and repentance as the purpose of stealing was simply for riding it.
Also, the story tells that stealing a horse for ride is not the same as stealing something like cash ornament etc.
They retained the horse for two weeks and rejected the suggestion to keep it further. Their family pride prevented them in stealing the horse.
Therefore they decided to hose must be returned to the owner.
