Some people are very busy and even though they care for you as your friends, they find it difficult to manage time and give you the attention you want. Sometimes, however, this isn't true and can be an attempt of avoiding you. What you need to see is that, when u do meet, however frequent or seldom it is, does he show a general level of care and interest? If so, there's nothing to worry about. But if his voice sounds too impatient when talking to you and tends to avoid you even when you might have had the chance of an encounter, he might be avoiding you.
