Explanation:

Railways were built by British on two separate lines :

Raxaul -Birgunj- Amlekhgunj in 1927AD.

Jainagar - Janakpur - Bijulpura in 1937AD.

The reason I suppose Railways did not improve was primarily because the government never thought of improving transport services in core Madheshi areas.

Railways if built along the hulaki rajmarg could have immensely boosted the nation’s agricultural sector, and could have saved billions and billions in transport expenses, lack of market access, etc that we face today. The irony is - Even though the density of population is much higher on the south of the jungles in Terai, most investments are being done north of the jungle.

Railways was bound to have been doomed ! Even today the EW railway will be doomed if built north of the jungles, and there’s hardly any cargo or passenger density out there to keep the trains running !
