I think the man would have calmed the child down and would have asked him about his address and his parents. He might have called the police on duty at the fair. They would have interrogated the child and might have helped him to find his parents. Then they might have announced in the fair. This might have eventually led to finding his parents.

The child might have relieved on finding his parents. His parents would have been very happy after having their child back with them. The child would have promised his parents never to leave his parent's hand again while strolling through the fair. And finally, they would have returned to their home peacefully.
