Biggest fish in a small pond as if you will be a small fish in a big pond your chances of getting eaten as food increases by a huge percent.However, being a large fish in a small pond can still be a condition in which you can survive.

My opinion-
Each comes with its own special set of challenges. Neither should be eliminated because of your current level of comfort or confidence.
Being a big fish may give you happiness but it might limit your growth. Anyways, it differs from person to person.
On the other hand, being a small fish which means surrounded by people who are as smart as you might improve the possibility of your growth. But it may be depressing.
