What do you think Mr. Sakota meant when he said the woman's eyes looked like they belonged to someone from another world ?

I think that Mr. Sakota was referring to woman being a ghost/spirit or someone from the other world as in superstitious world. This is so because her eyes matched her messed up appearance as described by Mr.Sakota.

She came strangely in the middle of the night. She was alone, an unguarded woman making a nonsense demand. Her appearance showed that  her hair was all messed up and disheveled too.  

Explanation:

Later on when Mr. Sakota and his friend tries to capture the picture of this woman, she doesn't appear in the images. Everything apart from her appears. This is strangely odd and creepy.

Mr. Sakota felt that the lady’s eyes were strange. Although her appearance was disheveled and unkempt, there was something in her eyes that was different and strange.  

He states that he felt she was from another world. He means that she was not a living human being but a spirit in a human form.  

His belief is confounded in the latter part of the story when his friend and he follow the lady and they come to know that the lady is a dead person.
