In Southey's poem, Old Kaspar is a representative of common stereotype who glorify war without a reason.
He is conservative and wants to sticks to the old ideals. He is ignorant towards the war.
He accepted the evil part of the war where the common people, women, children died.
Old Kaspar was in serious mood when he was expressing his thoughts about the victory of war.
He said about the war where Prince of Duke won the battle and millions people were died.
Hope this helps!!!
