Sometimes its mood becomes harmless and lazy that man can scratch its back. The poet is trying to portray that the tiger is not always in a mood to attack the other animals and is also sometimes in a gentle mood, where it prefers to be relaxed and if it is fed well, he would even like to be friends with humans
