There are a number of reasons.
Studies show that if a position has to be achieved after a number of hops, and each hop has some bias, the cumulative effect of bias at all the hops becomes too large.
Another reason is stereotypes women are "supposed" to be behave in a particular manner, and men are "supposed" to behave in another manner. So, suppose the world is men-oriented (which mostly it is), then a woman acting like a man would stand out of her stereotype and will face all sorts of consequences. On the other hand, a man behaving like a woman would stand out of his stereotype. For example, in India, it is more acceptable for women to be a house-wife than for a man to be a house-husband. Overall, the result is that men continue to behave "like men", and women "like women".
Stereotyping has several ugly faces---one of them is "stereotype threat". Studies show that if you tell a person that he is a low performer just before an exam, his performance in the exam would indeed be lower. There is a stereotype threat in society that men are bound to succeed in certain fields more than women.
