Any constitutional change grows counter-productive law when it occurs adversely. For instance, various states have outlawed people who have more than two kids of contesting in the elections of panchayats. This has followed in rejection of a political opportunity to many common people and women, which was not expected. Commonly, regulations that try to outlaw something are not strong in politics; instead of regulations that give administrative actors impulses to do satisfying things are more victorious. Therefore, good laws are those which encourage people to bring democratic reforms.
