Hey,
In a federal system of government, the administrative powers are divided b/w the state and the central governments and both are supreme within their respective spheres.
Legislative powers:-
1) Union list - The parliament can make laws on the 97 subjects of the union list.
2) Concurrent list - The parliament can make laws on the 47 subjects of the concurrent list.
3) State list - The parliament can make laws on the subjects of the State list even during the proclamation of an emergency.
