Explanation: In a very simple sense, the meaning of power is applied to strength or force. Power also refers to power or influence. Robert Dahl and Lasswell have used power with functions of influence.

Mergenthau used power as a form of control. Hobbes has expressed power as a general tendency and wrote that, "Power is the incessant and unending desire of man, whose end is possible with death."

Kautilya has used the word Shakti as an application of force. In common parlance, power is the influence of a person through which his supremacy and sovereignty can be accepted in society or in politics.

According to Robert Bierstadt, "Power is the ability to force, not its actual use."

The characteristics of power are as follows-

1. Power relations are indicative concepts. In this, the relationship between the ruler and the ruled is found. That is, it is necessary for the ruler that there should be some people on whom he should rule.

2. Power is a bilateral concept. That is, when there are governed then only there will be rulers. In the absence of any one, the use of power is not possible.

3. Personal status and prestige affect power. That is, power is situational. For example, if a person sitting in a high position administers with a wavering gait, then that administration remains in disarray and if another person with a bright personality is seated in the same position, he rules well. Both the persons exercise the same type of powers in the same position, yet there is a difference in the results of the powers of both.

4. The power to give rewards and punishments is found in Shakti. That is, the persons who are in power can get the people's ideals obeyed, because they are in a position to punish and reward.

5. Many powerful people exercise power by staying behind the scenes. Capitalists and big religious leaders play an important role in politics even while staying away from politics.
