Pathan Sultan Sher Shah Suri (1540 – 1545) measured and classified the land in terms of the produce and introduced Kabuliyat and Patta as instruments of settlement. During Akbar's time, Todarmal made some reforms to that system and the whole empire was divided into Suba, Sarkar, Pargana and Mahal.

Qabuliyat and Patta:
Qabuliyat and patta are the land measurement at the reign of Sher Shah Suri. He invented this system for land settlements of his people.
Qabuliyat is an instrument of settlement, in which a written document is signed by the payer to the government or zamindar, such that he agrees to pay the amount of his land on rent. It is the counterpart of the patta.
Patta is a form of a settlement or a legal document or title deed given by the government to the actual owner of the land.
