critical angle of water is 48 degree,it shows us that if a light ray is incident on water at an angle 48 degree and more then it will show total internal reflection not refraction and if it is incident on a degree less than 48 degree then it will show refraction and very less reflection..

Critical angle of a medium is an angle for which the angle of refraction becomes 90° and the refracted ray stays on the interface rather than getting into another medium.
The statement critical angle of water is 48 means that when an angle is incident at 48° from water into another medium then the refracted ray doesn't get into that medium but stays at the interface. The angle of refraction will be 90°. This is what the statement states.
