We cannot define equality and democracy in a single sentence, they vary depending on the country and situation when they are described. For example we identify a state as democratic depending on various parameters like multiparty system, elected representatives etc and these parameters vary from one nation to other.
Equality also varies from situation to situation, for example In India we have equality before law, equality in case of employment etc but there are some exceptions to it as the society is plularlistic.they are very dynamic and varies from nation to nation, society to society, place to place.
