Answer:The term "all persons are equal before the law" means that everyone will be given justice by treating them equal. From the President of the country to the common people. The concept is important in a democracy for two specific and several general reasons

1)In transitioning from a feudal society, the special privileges enjoyed by lord and kings had to be shed to establish democratic equality.

2)To ensure that none count as more than one ( while voting to elect governments ) as rooted in the utilitarian principles of Bentham.

3)General reasons - innate equality of human beings, justice, social order, harmony, free and fair elections, etc.

hope it helps
