When the strong base is added to the strong acid, its pH rises as the base reacts with the acid to form a neutral product. When acid is added to a base, its pH drops. When strong acids are neutralized by adding strong bases, the solution is left with less hydrogen ions. The solution is said to be neutral because it is neither basic nor acidic.
