A bullet is shot at a very high velocity, but the surface area of the bullet makes the difference. Pressure exerted by any body depends on the force applied and the area on which it acts. To shatter a glass pane, more surface area is required. A bullet is so small that it only makes a hole in the glass. However, occasionally, the vibrations produced due to collision may shatter the glass.

When the bullet strikes the glass pane, the part of the glass pane which comes in contact with the bullet immediately shares the large velocity of bullet and makes a hole.  The remaining part of the glass remains at rest as there is no time for the other parts to share the velocity and is therefore not cracked, due to inertia of rest.
