1) We should slow down the car before the signal turns red.

In such a scenario one should try to speed up and cross the road before it turns red. Often amber lights means slow down but applying the brakes abruptly may lead to an accident.
On the contrary a flashing amber light allows you to drive but cautiously by reducing the speed and keeping an eye on the intersection.
