Art is an expression of the human experience.
As the previous answers have demonstrated, this is not an easy question to answer (or perhaps one that cannot be encompassed by a single answer). Because of this, the simplest, broadest answer that accounts for as much of what is considered "art" as possible, should, logically, be the most complete answer.
So, I will say again, art is an expression of the human experience. What this statement means is distinguished by the time in which the "art" was made.
For example:
Chris Burden's performance art Trans-fixed (1974), in which he was nailed to the back of a Volkswagon Beetle, would most likely have been considered an act of insanity or demon-possession by a 16th century audience. While Burden's performances were still contentious with contemporary audiences, they were, regardless, viewed as "art" because his performances conveyed an expression of the modern human experience: questioning of religion, a focus on the temporality of life and the inevitability of death, concern for consumerist culture, etc.
