If you are asking about the Indian Constitution then:--
Article 21 of Indian Constitution says that:--
No person shall be deprived of his life and personal liberty except according to procedure established by law.
But,
If you are asking about Britain's Draft Article 21 then:--
Draft article 21 states that Each house shall elect its own Chairman and Deputy Chairman and shall prescribe their powers, duties and terms of office.

The Constitution of India provides Fundamental Rights under Chapter III Article 21. Protection of Life And Personal Liberty: No person shall be deprived of his life or personal Liberty except according to procedure established by law.... It clearly means that this fundamental right has been provided against state only.
