Collective Responsibility is the basis of the Parliament unitary system of Government. The Council of Minister ers is collectively responsible to the House of the P people. This means that all the ministers (including t the ones selected from the Rajya Sabha) are jointly r responsible for the Lok Sabha.

Collective Responsibility means three basic things:

1) The decisions of Cabinet are binding on all mem bers of the Council of Ministers Collective Responsi bility is linked to the idea of collective decision making Ing. It is about putting up a united front. The minister rs must defend the actions of the Government in p ublic. Once a decision is taken in the Cabinet, all the e ministers become equally responsible for support ing that decision, especially in the Parliament.

2) The ministers who don't agree with the decision of the must resign. If a minister doesn't agree with t he Cabinet decision, he must resign. All ministers h age to own responsibility for a decision taken by the e Cabinet.

3) In case a vote of no confidence against one minis ter, the entire ministry must resign. Collective Resp onsibility means that the ministers swim or sink tog ether. If the legislature passes a vote of no-confide nce against the policy of the government or even o new minister, it is considered a vote of no-confidence e against the entire Council of Ministers. And in tha t case, the entire Council of Ministers headed by the e Prime Minister has to resign.
