Distilled water cannot conduct electricity because it does not contain ions while rain water conducts electricity as it contains ions due to presence of dissolved salts in it.

Rain water contain some dissolved in it but distilled water does not contain any dissolved salts in it it is the purest form of water so it has ions in it due to which it conducts electricity
