Governor made elaborate preparations for the smooth conduct of Evan’s O Level examination. These preparations were made for security purposes so that if Evans tried to escape. The following preparations were made:

1) It was decided that the exam would be conducted in Evans’s cell.

2) Jackson was given the responsibility to inspect and search Evans to see if he had anything objectionable such as scissors, razor, knife, etc. that he could use to hold the invigilator hostage. Jackson was to seize any such object.

3) Evans’s cell was bugged and Governor himself was to listen in the speaker everything.

4) Stephens was made to stand in the cell along with the invigilator to keep close watch.  

5) The general security was put on higher alert.
